Russia carried out its largest airstrike on Ukraine on Sunday, killing four people and setting government buildings in Kyiv on fire.

President Volodymyr Zelensky said the attacks would only drag the war on and accused Russian leader Vladimir Putin of “testing the world.” He urged the U.S. to respond strongly, shortly after President Donald Trump suggested new sanctions against Moscow.

According to Ukraine’s Air Force, Russia launched at least 810 drones and 13 missiles overnight — the heaviest strike since the war began more than three years ago.

For the first time, Ukraine’s cabinet of ministers’ offices were hit. Residential areas were also struck, injuring more than 20 people. Among them was a 24-year-old pregnant woman who gave birth to a premature baby after the blasts. Doctors are struggling to save both mother and child.

French President Emmanuel Macron said Russia was “locking itself into war and terror.” UK Prime Minister Keir Starmer called the strikes “cowardly,” while EU chief Ursula von der Leyen accused Moscow of “mocking diplomacy.”

Russia denied targeting civilians, saying it only hit a plant and a logistics hub.

Reports say European leaders are considering sending troops to enforce a possible peace deal, but Moscow has warned that such soldiers would become “legitimate targets.”

Zelensky stressed that Ukraine needs stronger international security guarantees to stop Russia, but for now, Kyiv is relying on support from its allies.
